I am new to LCD TV's and just got a 19" Westinghouse. It's good for the most part and have a pretty small TV living room and got if mostly for PS3 which looks 100% better then my standard TV.
Whenever I watch TV, some of the stations come in brighter then others and I have all the settings where I want them but some are darker then others and wondered if that is normal? I am getting more use to it then watching my standard TV.

It's probably just the broadcast quality of the station your watching.
I see the same thing on my lcd, some stations are crystal clear and others look like crap.
Guess it's just something you have to live with.
