I've heard of an application called nand dumper or similar to that, what is the application used for? please explain in detail

It is for dumping all of the flashes onto the memory stick. It contains IDStorage, so if you corrupt your IDStorage, it is possible to restore it with a NAND dump replacement from your own PSP. A PSP with corrupt IDStorage is useless, so it is smart to have a NAND backup stored on your hard drive.
