BUT... is the artifact in the captured video?? It looks like something to do with different video rates the captured source, and the monitor refresh rate.
It's pretty common actually with analog devices.. they normally output 25 50 or whatever fixed frequency....
Try changing your monitor vertical frequency and it will probably vanish when you get to 50 or 60 Hz

Monitor is on 60 hz (On Laptop) can't see a setting to change it, just has a pull down of 60hz, if this is what you mean I have to change?
Is this what you mean, soz never had issues like this before, was working fine at one time on pc, now issue is with laptop and pc.....
