Then it says "Enter Restriction Code:"

A phone was given to me that was on a T-Mobile plan before. Is it possible for me to use my Cincinnati Bell sim card on it from my phone I broke? I have no idea about these things. Sorry for sounding so illiterate. Any help would be appreciated, thanks in advance!
