I think DVD slideshow will meet your need.
it is a professional and easy-to-use program that can create DVD photo slideshows with photos, video clips and music in high-resolution HD DVD video format and burn directly. It provides a free trial version with Watermark on output, 30-day trial limitation. What it attract me is its plenty 2D/3D transitions and Ken-Burns effects.

you can find more from its official website:

I hope this can help you out.

I am sorry to say that yes both of these will add music and other affects but the best which happens to beat them all is idvd on macintosh you can create a menu add chapters add music and video and still images it does it all.

I have used Nero 7 Essentials to create slideshows. My last DVD included 40 individual slideshows and 800 photos with subtitles and a soundtrack for each slideshow. Once you get used to it it is very easy to use.
