I did a download speed test and it stated that it was about 1 mb/sec, however when I download from a fast server or utorrent or anything, the max I ever get it 178 kbs. What can I do to fix this or is it possible to fix?

You need to check if the speed test result was in bits ("b") or bytes ("B") as 8b = 1B.
uTorrent (and browsers) shows speeds in bytes so the 178kBs = 1424kbs = 1.424Mbs.
Speed tests usually show speeds in bits so that is probably what is going on.

It looks like you are probably getting max speed for your connection in uTorrent.
I don't know what speed plan you are supposed to be getting (ISPs always advertise speed in bits-it looks larger and most people do not know the difference between bits and bytes).
