download an mp3 editing program like audacity (freeware). http://audacity.sourceforge.net/

import an mp3 file into audacity. select a 30 second section from the song. export the new mp3 file (you need a separate program like LAME v3.97 which is a current freeware program).

use bitpim (freeware) to upload 30 second mp3 file as a ringtone onto your phone.

that's the minimal instruction way to do it. go to http://cellphoneforums.net/lg-voyager/ and surf the forums for more info.
