go to the xmb and click usb connection.
Does it tells u that it is already connected? Or does it give you a "plugin the usb cable".

I had the same problem today with a cheap USB cable. The only thing that shows is "Please Wait", so I tried a different usb cable and it connected. The one I'm using now is a SONY USB with charger.
Try different usb cables, not all cables support the psp system.

I usually buy the more costly usb cables, but two times I have bought 1 to 5 dollars usb cables. Most cheap usb are poorly made, which means the company doesn't put the necessarily files for a common computer to run it.
STAY AWAY FROM CHEAP USB CABLES!
or, you will spend your time searching and downloading the necessarilly files.
