uTorrent's Tracker Status

I have a problem with uTorrent. By going to any public site, clicking on any random thing and dragging it into uTorrent, it won't download. The tracker status keeps going back and forth between "working" and "scrape ok" until finally it gives up and it says it is unable to download. Has anyone else had this problem??
