Gears of War troubles

hello all. Im sorry if this is old news but im pretty new to the PC gaming world. so anyways i just got Gears for PC and its skipping frames. I solved this problem by hooking my laptop up to my desktop monitor and setting the refresh rate to 75hz. So my question is... is there a way to raise my refresh rate for my laptop? I have windows vista 32-bit and I have an LCD screen. When i go to display setting the only option is 60hz. ive searched all over the place and saw a few softwares that other people are trying but i was wondering if anyone has a preferred software for doing this. also, if this is in the wrong forum i apologize again. thanks
