A DVD-9 cannot hold 12.5GB.
What type of files are on this disc?

Start with 1 DVD-9.
Open it in DVD Shrink. Re-author the DVD the way you want it. Removing languages you don't need and anything else you don't need will help with compressing it down to a DVD-5. You may even find that your re-authored DVD doesn't need compression however when re-authoring DVD Shrink will not allow you to keep the menu.
If you want to keep the menu, start with VobBlanker to blank what you don't want and to remove the languages you don't need. Then open with Shrink.
You can use Shrink on the whole disc the way it is but you may not like the results. There will be a significant loss in picture quality.

Thanks dialysis1,
May be I foolish or some wrong, I can't burn them successfull,
They can't open them on my DVD player!
I find some software from Net,
and I tried Pavtube DVD copy,
It said can Copy DVD9 to DVD9, but It can't copy DVD9 to DVD5,
and I buy some DVD9 disc.
I am very exited to found that my burned DVD9 can play on my TV and the quality is good!
But it is a shareware and for $35 to buy it!
I am Lucky,
