i have a Philips (23PFL5522D) LCD tv and i was wondering if i can connect it to my computer and use it as a moniter by using male vga to male scart? i dont have a video card installed btw or is there any way of doing this

You will need VGA, DVI or HDMI inputs to connect your PC to your LCD. ( or perhaps S-video)
I see your model has HDMI sockets.
You could do with a DVI or HDMI output on a graphics card ideally and set your PC resolution to 1024 x 768. Most modern cards come with DVI for which you can then buy a DVI to HDMI cable or adaptor.
This will give the best results.
Alternativley, and some gfx cards have this aswell is a "HDTV" output which is basically a connection similar to S-video but which breaks out into Component video connections (red, green, blue RCA's).
I think your LCD has these component inputs too, but be careful not to confuse "component" with "Composite" connections. These are the single yellow RCA cable type and the worst possible video interface.
