System hangs on "saving your settings" on restart and shutdown

    I have windows XP SP3 and everytime I restart or shutdown it takes a good 3 or so minutes stuck on the "saving your settings" message.

    I have installed the user hive cleanup thing, that doesn't work.
    I have ran chkdsk, still same problem, and I've tried system restore and that didn't help.

    I just format my computer like 2 weeks ago and this never happened before.. so I don't know what to do.

    Any ideas?

    If you have any external drives, usb media card readers, usb pendrives, usb 4in1 extensions etc unplug them. Maybe that is your problem.
