LAME problems, having a hard time extracting files as an MP3

I am in the process of reading the How to create your own ring tones using Audacity. I successfully installed Audacity and am having troubles with LAME. I download it to WinRAR and extracted it to C:\WINDOWS\system. This is supposed to allow me to edit songs in Audacity and give me the option to "export as MP3". I still do not have that option in Audacity. When I go to open the LAME file stored in C:\WINDOWS\system, windows says it can't open it because it doesn't know what program created it. I have no problem using Audacity, just the problem of extracting the file. Any advice would be greatly appreciated.
