I'm trying to upgrade my Compaq Presario SR1800NX, here are the specs:

CPU Processor: Intel Celeron D 3.06 GHz
    Memory (RAM): 2 GB
Current Video Card: Integrated ATI Radeon Xpress 200
Expansion Slot: PCI Express x16 (x1)
    PCI (x2)
    Power Supply: Maximum 300 Watts

I need help buying a new video card...I'm not a hardcore gamer, but I do lots of video editing using various video editing software and I also do 3D Animation/ Rendering. My initial choice was an ATI Radeon HD 4350, but now I really do not know...my budget is between $50-$100. Any suggestions? Notify me if more specs details is needed.

There has just been released an HD4830 model that is supposed to split the different between their lower end models and the 4850. It's a bit above your budget, around 120$ I believe, but definitely worth looking into as a solid investment.

BTW, how much juice is your power supply pumping out?

I would say a 9600 would be a good card to get. It should be around $100 online and will more than likely run on your stock PSU. I believe Compaq uses a proprietary set up for its PSUs making it harder to replace.
