Winsock Provider

    just about everytime i start windows or reset my router i open IE or firefox, then for some reason it cant display the page. the really annoying thing is i have to open IE, go to diagnose connection problems, it says theres a problem with the winsock provider catalog, then it asks me if i would like to reset it to defauts, which ive done about 20 times now. so i reset it to defaults, and then i must reboot, after the reboot i have to run the diagnostics again and finally it says internet has been restored. until i restart the computer...

    how can i fix this??
