keybored keeps messing up on my laptop

Ok, first of all the messing up thing that it does is changing a question mark to É. I keep forgetting how to fix it, but i do google it and usually find something out fairly quickly. The problem is that my laptop keeps doing this about 1-2 times a week. It`s getting somewhat annoying. Can someone tell me how to solve the problem once and for all.
