Anyway, ogg files are a lot like .mkv files in that they're just containers. You could get the program davexnet suggested and demux your ogg/ogm file into its components.
When that's done, depending on what the video is, you'll have any number of options. Try that out and let us know what you get.
The PS3 can support many, many types of filetypes, so chances are - especially since it's ogm - the PS3'll be able to handle the constituent video/audio.
