starview the box no power please help

hi my starview 2 the box has no power when i switch it on all i get is a click i think a jtag might work the problem is there is no 20 pin header or set of 20 pads on the board is there another way to jtag i cant get my head round it can anyone help

thanks for the quick answer i changed the caps everyone says to still didnt work i will try changing power board and see if it works i would still like to know how to jtag it thanks again satguy
