you can put it into recovery mode (with phone off, hold down the home key and the power key, release the power key after 5 seconds and wait another 10 seconds before releasing the home key, the phone will appear dead, black screen and will not power up or off if you hit the power key again) then connect it to your pc with itunes and itunes will say "found iphone in recovery mode" or something like that. force a recover alt+f or something I will check on the quick keys or you can goole it. if all this doesnt work and the wifi is on you may be able to use a discovery tool to find the ip and then ssh into the phone and with some research you can determine where the lock it located in the file system and set it 0. Do all this at your on risk. alternatively you could bring the phone to the local police station and lead by example to your child, as this phone is not rightfully your property. If know one claims it you can get it back legally. Keep in mind this other important point, if that phone is jailbroken then the owner could have very easily set up a cydia application that will "track" the phone via the cell towers and gps location. If that app is installed all they have to do is log onto their puter and they will know where the phone is, kinda like lo-jack for cell phones. Goodluck.
