I turn on my pc, the power light is on but it doesn't boot up, the screen is completely black, doesn't do a thing. Maybe its a problem with the power supply because here there are a lot of power surges, Any advice?

If your power issues are that severe, then just about any part(s) may have burned out. Very hard to diagnose such an issue via a forum.

BTW - power surges do not kill good surge protectors...but power spikes do. Power surges typicaly just kill the power supply...power spikes can kill everything.
