Software program for editing video DVDs to DVDs?

Not copy-protected stuff. I have a few seasons of my favorite TV show that I have transferred from my DVR to DVDs. I would like to edit these DVDs to remove the commercials, etc. I don’t need to add titles, music, etc. Only want to clean up the content into a smooth, commercial-free final cut. Is there a simple (and economical) video editing program that I can use on my computer to accomplish this task? I’m running Windows XP with 1GB RAM and a 160GB HD.
