I dont think there currently is one I know you can play ps2 on your pc not the other way around

There is no way possible to emulate pc games on a PS2.

Do you see the date code on that file, plus there is no binary to download anymore.

It looks like a project once started, but left behind and I would guess it only played DOS gmaes.
