Sound too low in .avi rip (DivX/mp3) causing sound card cut off...

The sound volume in this otherwise good rip of Amelie is too low. The sound on both machines I've tried it on cuts out at low volumes. The sound is definitely there, as I can do anything that makes a sound and the sound comes back on for a second or so. I guess there are two solutions:

1. Turn up or off the low volume cut-off settings. I think this must be a sound card setting (or is it a windows thing? I'm on W98) - any tips as I haven't been able to find out how to do this and have searched exhaustively,

2. Process the .avi file in some way to increase the mp3 sound track volume - any suggestions for tools that might do this?
