payed character transfer for world of warcraft. how dose it work?

    me and my brother used to share a account but now that iv moved out of home we use different computer but wen he sines in on his computer it Sines me out and vise versa so he is going to start his own account but he want to keep his characters will he bel abel to transfer his characters to his new account or dos is account have to be in my name
