My favorite is VCDeasy, with some help by TMPGenc and (if needed) Virtualdub. But you need to buy it or it will expire. You can add files, buld VCD PAL/NTSC and add interactivity (chapters, menus...). If your burner doesn't support CDRDAO, you will build a CUE/BIN instead of burning directly, and after that you may use Nero, CDRWin or Alcohol 120%, for instance.
