Burn mpeg to DVD format

Newbie
I read another thread that is now closed about burning mped to dvd and the general direction went to vcd/svcd. I want to burn to DVD as we have a DVD burner. Any suggestions on how to do this? Thank you so much.

encode using tmpgenc or cce, output file needs to be MPEG2 with minumum and maximum bitrate set to 2000 and 9800.
