1. peerguardian aint a firewall
2. firewalls dont stop spyware/adware/malware
3. you can never be 100% safe from either hackers or the RIAA

PeerGuardian is not a firewall. However, it does block known bad IP addresses from people like the RIAA.
To block hackers, I would recommend using Sygate Personal Firewall Pro.
More information on PeerGuardian, along with the latest versions (PG2 coming soon), can be found at http://www.methlabs.org/ . I would also recommend you check out the forums.
