incorrect cpu speed for laptop

    i just go this laptop and winxp (and windows 2000) says its a 1gighz (which is what is should be)...but ive installed pc wizard 2004, and cpu-z, and they both say that its a 700mhz cpu....The A/C power is all that im using, i know cpu speed will vary if using the battery....So is there anyother way to find out besides opening the case (i dont want to do that cause when i take it back they will say i took the real cpu out, there are sickers on the flaps)

    Your laptop can still run at a lower-than-max speed even on AC .. check your BIOS for those settings :)

    ok this is going to sound really dumb, but im not....but I cant get into bios!!!!!....ive held down F1 as well as the little delete button at the start of the boot up....its a Compaq, so if anyone knows the technique to get into the compaq bios, please tell

    ok i figured out how to get into the bios...its the F10 button (doh).....and its says its a 1000mhz cpu....BUT there is this thing called intel speedStep...now i think thats to do with reducing and increasing cpu speed......is it ok if i disable it?
