Is there a downgrader from 3.3 and is there a dev hook to play games 3.3. My son borrowed dave mirra and updated the firmware so he could play it.

Here's a place for all your downgrading needs:
    http://forums.qj.net/f-psp-hacks-9/t-guide-the-ultimate-downgrader-guide-all-downgradable-firmware-90916.html

Also, devhook is now outdated and has been replaced with custom firmware. It is just like devhook; it allows you to have all the features of the newer firmwares while still allowing you to play homebrew. Here's a link to download the most recent custom firmware, 3.40 OE-A.

You will also need the official sony 3.40 update file and official sony 1.50 update in order to use the custom firmware; they're easy to find.

[EDIT: If you don't want to go through the hassle of setting up 3.40 OE-A yourself, your friend and mine MidnightJ posted a link to an easy windows installer HERE.]

Make sure you read the instructions very closely if you plan on using custom firmware, the creator made it very hard to brick your PSP, but there is still a very slight chance that you might.
