Always wrong bitrate?

    hi, I've been trying to encode an avi with mainconcept and TMPGenc with a minimum of 2500 and max of 8000 and an average of 6000 kbps VBR but every time I do with either program it always comes out at about 4000 kbps average. I decided to give up and try another file I've been wanting to encode but the same thing happens the file encodes at a lower average bitrate and doesn't maximise the use of my DVD-r. Can anyone tell me whats wrong?
