AMD optimizer tool

I got this AMD optimizer tool from there website http://www.amd.com/us-en/Processors/TechnicalResources/0,,30_182_871_13118,00.html


which they say improves game performance.

but i don't know if it's running? or if it has to run. or if its somehow installed to the proccessor or what ever. if you know anything about this please give me some info
