I don't think that's technically possible, no. Were you speaking of Japanese censorship of adult movie content, or some other form of censorship? Japan law prohibits the clear showing of certain 'naughty bits', and as such these areas are 'pixellated' out (obscured). Once done, on a vcd (or dvd, or vhs) you can't simply remove it.
