I've been downloading this file from Bittorrent that's been stuck on 98.8% (678.04MB out of 685.60MB) for at least four months now. The .rar files are in 35 parts, and 14 of them have 18.57 out of 19.07 MB downloaded. Is there any way that I can get the file from just that, or is there pretty much no hope for me? Thanks for the help!

No, you're screwed, to put it frankly.

RAR compression works by spreading the contents of the file accross the RARs, so therefore, you need all the RARs to get all of the file. Also, they won't extract without a complete set anyway.
