I want to add and suggest a solution to this problem for anyone who may use this conversation to solve their own problem. Hopefully this will prevent someone from having to reinstall thier OS.

My system had the exact symptoms described above. After great frustration I have found that the CD Writing Wizard is sensitive file sharing and security issues. I had previously found it neccesary to disabled "simple file sharing" on my system. I re-enabled simple file sharing, and then copied my files to the "Shared Document" area of my hard drive. I was immediately able to burn the files to CD's.

I want to thank _viper_ and Nephilim for thier discussion, it was the only intelligible discussion about this problem on the web I could find. Hopefully this proves to be a contribution to that conversation.
