meaning I wanna keep the resolution 640X480 to burn VCD without dropping the video quality.

I have dl movies which is 352X288 pix and much higher pix.So if I burn these 2 movies to VCD, means the quality and resolution is still da same?

If u want to know what happens when you change the resolution, be prepared for a drinks coaster. One day by mistake I had the incorrect screen resolution for a vcd (I think I had dvd screen resolution 720 X 576/480 NTSC) when I was encoding, the result was video just at the bottom half of the screen and that was uspide down. I'm actually suprised it even played at all.
