hey im checking this out for one of my m8s, he wants a starview box but he isn't in a "cable area"
"You can get Virgin Media services wherever you live! Your home is in a non-cable area, so that means you can choose any of our great non-cable services and we'll deliver them down your BT phoneline."<<that is what it says

apparently the signal will be routed down a bt phone line, would he still be able to use a starview box?

Short answer is no as a Starview needs a cable directly from your provider.
