I would like to use CD-RW to back up my data files and write to it like another hard drive. Can anyone suggest a program that will so this?

I'm using WinXP and I'd like to find a program I can try first then buy it if I like it.

I think what you are referring to is Roxio's DirectCD and Nero's InCD. CDs are so cheap nowadays and have such little capacity, why even bother? Also, they won't be readable on another PC without the DirectCD and InCD drivers.
