No they don't strain the laser. Backups are harder to read then orginals. If a PS2 can't read a disk it will retry, so if you take into consideration that the life of the laser is some X number of hours and if it's being used more by having to retry because the media is of lower reflectivity then using backups would shorten the life. This theory assumes that retry's are necessary to read DVD-+R's which may also be false. You can tell by playing a game like Vice City you just don't have time for retrys so you will know if this is the case.
If you concerned on how long your PS2 laser will live (Don't watch movies)
I find Fugi Film and Verbatim's to be as good as it gets on DVD+-R's. There are several brands I have not tried.

This is what I find based on 4 PS2's using Vice City backups on several different Media.
This was based on playing each for 1 hour.
    Media is all DVD+R PS2's all V7
    3 PS2's have Magic 3.1 1 has Messiah 2

    1 PS2 worked with Princo. 3 had DRE's
    2 PS2's worked with Maxell. 2 had DRE's
    3 PS2's worked with Memorex. 1 had DRE's
All worked with Fugi Film no DRE's
All worked with Verbatim no DRE's

Load time: Orignal, Fugi, Verbatim exactly the same. (As close as I could measure it for the same PS2)
