What program will combine several MPG or AVI files into a single file?

How do I get this combined file onto a SVCD or possibly a DVD?

TMPGenc or VirtualDub do that. But TMPGenc for MPEGs(same type!) and VirtualDub for AVIs.
If you want to make a SVCD or a DVD (I mean , a DVD containing many (S)VCD movies: remember that garbege IN = garbage OUT; you cannot have a decent single DVD movie - 4.5 GB - by starting from a small movie), you have first to encode all files into mpeg-1/-2 (800 MB = 80' mpeg-1/VCD or about 50' mpeg-2/SVCD ['about' because SVCD are encoded VBR] ), then to choose Files__Merge & Cut in TMPGenc [Type MPEG-1/-2 (Super)Video-CD] (to do if a movie has been split into many pieces) or, as said in http://www.afterdawn.com/guides/archive/multiple_svcd_on_dvdr.cfm, load and join the files in Womble MPEG Editor (MPEG-VCR), then authoring the 'multiple movie' into a DVD with DVDLab.
