converting mpeg-1 to dvd

    I hope this is the right forum. My question doesn't really seem to fit anywhere. Well, here it is. I have xp pro and an ATI Ve capture card. What I'm trying to do is convert a VHS tape to a DVD or even a VCD, preferably DVD. I captured the VHS but the format is Mpeg-1. I need to convert the mpeg-1 to AVI so that I can use Cucosoft to convert the AVI to DVD. Can somebody direct me please?

    Use TMPGEnc DVD author to go from MPEG 1 to DVD compliant VOB’s

    Going from MPEG 1 to AVI's, then AVI to MPEG 1 to VOB is crazy and will result in an incredibility poor quality end results -
