cutting movies for vcd

I have found that once in a blue moon, I convert a movie to vcd that will actually fit on one cd (about 800 MB's and if a bit larger, i'll overburn....who cares about the credits). These are normal length movies. My question is whether anyone has figured out how to do this on all movies. I know that if you reencode you lose quality. I think it might be worth it though since the effect is usually unnoticeable. I just haven't been able to figure out why some movies will fit on one cd and others won't if VCD has fixed parameters (e.g., bitrate, fps, etc...)

Length of the movie is different?-) 74mins/CD, that's VCD standard, everything else is violating VCD standards (even 80min CDs are violating VCD standards). So, 99% of movies take 2CDs.
