I have a lite-on 811s drive. It says I can use dvd+r at 8x and dvd-r at 4x. Does that mean should only buy those speed. Or can I use dvd+r at 4x discs?

You can use the 4X. In fact a lot of people use the 4X media to control the burn speeds. Faster burns are more prone to errors, especially when recording video. You can slow it down even more with the 2.4X. However, some burners will read slower media at higher speeds. You just have to know the burner specs. You can even use the newer faster media. But, that would be a waste of money as the faster media is more expensive.

So, to directly answer your questions: no and yes (in that order).
