I have several dvd's that are in Pal format, after using ifoedit to look at the ifo files it says that all regions for this dvd's are enabled.

Will this dvd work on a device such as an American PS3 eventhough it's Pal but has all its regions enabled? Or do I have to conver them still to ntsc?

If the PS3 doesn't support PAL encoding then yeah convert to ntsc or get ntsc versions of mkv etc, can't tell you where

Even though the PAL DVD you have has all regions unlocked and want to play it on an American PS3, it will not work because the American PS3 doesn't support PAL.
If you want your PAL DVD to play, you will need to either use DVDFab HD Decrypter to make it work on an American PS3.
