It usually has taken about 2 hours to encode and burn a DVD. The speed in the last week has gone from 1500 KB/sec to 26 KB/sec. I don't understand this at all, the computer is also starting to slow down because of this. DMA settings are also still enabled. Sometimes it starts at 1650 KB/sec then in about five minutes it goes all the way down to 680 kb/sec.

If your sure your dma is enabled...try defragging...run a spyware killer i.e. adware, spybot search&destroy etc....lets see if that helps.
Keep in mind, some movies just rip slower than others.
    good luck
