    .ELF are various ps2 programs/apps
they are just like the .EXE for a windows system except used on ps2.

ex: Mediaplayer.ELF would be your media player for ps2

    Do you follow?

As ps2source has mentioned it is like the extension .exe in a way.Elf files are unix compressed coded executables.Elf is just a better way of compression,PS2 can support other extensions though just .elf is the primary file it supports. At 8Ba1l no a PS2 disc will not trigger,it has to be a PS1 or PSX disc.As for modchip it depends to be honest, some modchips have the option of hitting a button to launch elf files from the memory card.Swap Magic isn't really needed if you are using a modchip, just build your exploit disc and use the modchip to boot and install the exploit. After you have the exploit installed use a PS1 or PSX disc,it has to be an original PS1 or PSX disc to trigger the exploit.
