    I need to get a new external harddrive. What is the best brand for a reasonable price?

    The best value is a DIY unit, with your own Hard drive and something like an Icybox, but if you don't want to assemble one, then I'd suggest a WD Mybook, they're decent quality units for an OK price.

    www.newegg.com usually has good prices.

    I have a WD My Book,
    good but mine crashed during freak storm.

    now I need help.
    any good reformatting software out there for portable HD's?

    You can format it using windows. Do you mean recovery?
