External USB Drive Not Recognized In My Computer

    I am attempting to move some files off of an old Win 98 SE IDE drive via a USB cable onto my Win Xp SP2 machine. Windows recognizes a USB Mass Storage Device but the icon does not pop up in My Computer, I've tried Device Manage and Computer Management sees the drive and gives its size, lists it as a healthy partition (does not label it as FAT), but does not allow me access to assign a drive letter. Ive played around with the jumper settings and am at the end of my rope Any suggestions would be appreciated.

    hook it up thru your ide cable off the motherboard.
