Please what is the best program for formatting cd-rw disks? I want to use the disks as floppies.
formatting??? You don't format them like you do floppy disks. If you want to use them like a floppy you need a program like incd or direct cd. These allow you to drag and drop to the disk like you would to a floppy.
When you say "formatting" the you must be referring to so called packet writing softwares. There are a lot of them about- typically every CD-R application manufacturer has a packet writing software available, but it seems that DirectCD and InCD are the most popular ones.
I am not a fan of packet writing software's and in my opinion the technology has many downsides. Unless you absolutely need direct writing access to the disc (floppy-like), you might also check out CopyToCD for snappy burning http://www.cd-rw.org/software/cdr_software/cdr_applications/copytocd.cfm
