I'm about to start getting serious with digital art using Photoshop CS3 and some digital modeling programs and I was wandering if anyone could give me a suggestion on what type of graphics card I should get. I'm looking for something in the double digits range because I am poor after all the other upgrades I just made.

How about an nVidia GeForce 7600GT? They're in that price range, and are definitely the value card to have lately.

Or a cheap DX10 card like a 8400 or something...

You could, but there are no DX10 games, and even an 8500GT is significantly slower than a 7600GT, let alone an 8400.
